History:
With the surfacing of more and more mutant related threats, James put forward a proposal for the government to once again sanction a mutant team to keep the peace and serve as public figures for the population of the United States to look up to as heroes. With no Fantastic Four or Avengers, he felt that something like this was needed.
After much stalling from the President himself, the project was given the go ahead. Unfortunately for Cooper, he finds himself losing more and more control with each passing day.
